Larson Maddox is partnered with a Financial Services Agency looking for a Chief Financial Officer to come in and supervise and oversee the firm's financial activities, Finance department functions, and procurement, ensuring compliance with established goals, objectives, and policies.
Responsibilities:
- Manage accounting transactions impacting the assets, including reconciling U.S. Department of the Treasury and the comapny's benefit payments and liabilities.
- Provide financial leadership for maintaining accounting records and financial statements in accordance with U.S. accounting principles.
- Stay informed on FASB, GASB, and regulatory issues, coordinating with auditors to produce timely audited financial statements.
- Lead the budget team in preparing and reviewing Operating Budget for approval by the Executive Director and the Board of Trustees.
- Forecast the Agency's cash flows, coordinating with the Chief Investment Officer to manage liquidity and ensure cash availability for operational needs.
- Coordinate financial systems with technology requirements and infrastructure, interfacing with the U.S. Department of the Treasury and the District of Columbia government on HRIS.
- Serve as a liaison with the firms actuary to ensure appropriate contributions and compliance with GASB requirements.
- Oversee the preparation and delivery of the firm's Annual Comprehensive Financial Report.
- Act as an advisor to the Executive Director, senior management, and Audit Committee on financial matters, policies, and processes.
- Oversee the firm's procurement function, ensuring adherence to procurement rules, policies, and procedures.
- Ensure compliance with applicable laws and recognized standards in financial, accounting, budget, and procurement matters.
- Maintain liaison with central agencies, U.S. Treasury, and relevant stakeholders on fiscal impact matters.
- Collaborate with the Director of Finance to formulate, prepare, and administer the Operating Budget.
- Supervise Finance department staff, providing leadership, training, assignments, coaching, and annual performance evaluations.
Functional Competencies:
- Strong knowledge of GAAP (FASB and GASB) and the accounting regulatory environment.
- Proficiency in computerized information systems used in financial operations.
- Strategic thinking and policy formulation skills.
- Analytical ability to interpret financial data and prepare reports.
- Expertise in evaluating and implementing financial and operational internal controls.
- Procurement process and policy implementation skills.
Education and Certifications:
- Bachelor's degree in Accounting, Finance, Business Administration, or related field.
- CPA certification (or equivalent) and/or MBA, MS, or MA in Finance and Accounting/Management.
Experience:
- Ten (10) or more years of public accounting/controls/budget management experience.
- Ten (10) or more years of progressive financial management or leadership experience, with responsibility for accounting and budgeting, including interaction with multiple governmental agencies.
- Experience in the oversight of major systems development and implementation.
