Regulatory Change Manager

A large, complex wholesale banking institution is seeking a Regulatory Change Manager to support the identification, assessment, and implementation of regulatory developments impacting its U.S. wholesale businesses. This role sits within the Compliance Regulatory Change function and plays a critical role in ensuring the firm maintains a robust, enterprise‑wide approach to managing regulatory change in line with supervisory expectations.

The successful candidate will act as a central point of coordination across Compliance, Legal, Risk, and the Business, translating regulatory developments into clear, actionable requirements and overseeing their implementation through established governance frameworks.

Key Responsibilities

  • Monitor, identify, and assess new and amended laws, rules, and regulations applicable to the wholesale banking and capital markets businesses.
  • Perform regulatory impact assessments to determine applicability, materiality, and implementation requirements.
  • Maintain and enhance the firm's regulatory inventory / rules mapping framework, ensuring accuracy and completeness.
  • Coordinate regulatory change governance forums, including preparation of materials, action tracking, and senior management reporting.
  • Partner with Compliance Advisory, Legal, Risk, and Business stakeholders to assign ownership and drive timely implementation of regulatory changes.
  • Track implementation progress, key risks, and issues, escalating where necessary.
  • Support regulatory examinations, internal audits, and supervisory interactions relating to regulatory change management.
  • Prepare concise, senior‑level reporting on regulatory themes, emerging risks, and implementation status.

Required Experience & Skills

  • Proven experience in regulatory change management, regulatory governance, or compliance risk management within a large wholesale or investment bank.
  • Strong understanding of U.S. regulatory frameworks impacting wholesale banking and capital markets (e.g., SEC, FINRA, Federal Reserve).
  • Demonstrated experience conducting regulatory impact assessments and managing cross‑functional implementation efforts.
  • Strong project management skills, with the ability to manage multiple regulatory initiatives concurrently.
  • Excellent written and verbal communication skills, including the ability to present complex regulatory topics to senior stakeholders.

Preferred Qualifications

  • Experience working within a formal Regulatory Compliance Management (RCM) framework.
  • Exposure to global regulatory change processes or multi‑jurisdictional regulatory environments.
  • Background in capital markets, investment banking, or wholesale banking businesses.
  • Advanced proficiency in reporting and tracking tools (e.g., Excel, PowerPoint, regulatory inventories).
