Trade Compliance Manager, Jurisdiction and Classification
A leading global aerospace, defense, and advanced manufacturing organization is seeking a Senior Manager, Trade Compliance to lead its Jurisdiction & Classification (J&C) program. This individual will serve as a subject matter expert on export classification matters, providing strategic guidance across multiple business units while partnering closely with engineering, product development, and compliance stakeholders. The role is highly visible and will play a critical part in ensuring products, software, technology, and technical data are properly classified and compliant with applicable export control regulations.
Key Responsibilities
- Lead and oversee the organization's Jurisdiction & Classification program across multiple business units.
- Review and validate export classifications for hardware, software, technology, and technical data under U.S. export control regulations.
- Partner with engineering, R&D, product management, and project teams throughout the product lifecycle to ensure compliant product development and market introduction strategies.
- Act as the primary resource for classification determinations, Orders of Review, Commodity Jurisdiction (CJ), and Commodity Classification (CCATS) activities.
- Provide guidance on ITAR, EAR, OFAC, and other global export control requirements impacting classification decisions.
- Monitor regulatory developments and implement required classification updates, licensing changes, technology controls, and compliance measures.
- Develop and maintain classification procedures, policies, and training programs to support business objectives and regulatory compliance.
- Prepare and support government submissions related to jurisdiction and classification matters.
- Lead audits, assessments, investigations, disclosures, and corrective action initiatives related to trade compliance activities.
- Analyze and report classification metrics, trends, and compliance data to business leadership and compliance stakeholders.
- Mentor and support technical and compliance personnel involved in classification activities.
Qualifications
- Bachelor's degree required; advanced technical, engineering, legal, or compliance background preferred.
- 7+ years of experience in trade compliance, export controls, engineering compliance, or a related field.
- Deep expertise in jurisdiction and classification analysis, including formal and self-determination methodologies.
- Strong knowledge of ITAR, EAR, OFAC, and export licensing frameworks.
- Experience partnering with engineers and technical teams to assess products, software, and technologies for export control purposes.
- Ability to interpret complex regulations, develop policies and procedures, and provide practical compliance guidance to business leaders.
- Experience working with ERP, trade automation, or export management systems preferred.
- Strong analytical, critical thinking, communication, and stakeholder management skills.
- Comfortable operating in a fast-paced, global environment with approximately 20% travel.
