Assistant General Counsel - FERC
Job Summary
The Assistant General Counsel - FERC will lead all aspects of legal practice before the Federal Energy Regulatory Commission (FERC), including matters related to rates, policy, transactions, and compliance. This role involves drafting, reviewing, analyzing, and filing legal documents such as comments, briefs, testimony, and legal opinions for federal and state regulatory proceedings. The position also includes advising senior management on federal energy regulatory issues, including transmission, NERC compliance, and regional transmission organization (RTO) policy. Representation in RTO stakeholder processes across PJM, SPP, and MISO is also a key component.
Key Responsibilities
- Provide legal counsel on federal energy regulatory matters, including representation before FERC and RTOs.
- Support internal departments (regulatory, legal, finance, operations) with legal guidance on interconnection, transmission, generation, and rate-related issues.
- Collaborate with policy and regulatory teams to advise on matters under FERC jurisdiction, with emphasis on the Federal Power Act, DOE Organization Act, and related state regulatory issues.
- Coordinate with internal teams to assess legal risks, propose mitigation strategies, and recommend actions related to federal energy regulation.
- Deliver legal interpretations, recommendations, and representation on a wide range of issues involving federal statutes, regulations, and corporate policies.
- Manage FERC proceedings, tariff filings, and rulemakings, including preparation of briefs, motions, case summaries, and witness preparation.
- Represent the organization in hearings before federal and administrative courts, and in filings before FERC and state public utility commissions.
Qualifications
Education:
- Juris Doctorate from an accredited law school
- Bachelor's degree required
Experience:
- Minimum of 8 years practicing law, with at least 5 years focused on FERC-related legal matters
- Experience in a law firm, corporate legal department, or regulatory agency (e.g., FERC or state commission) preferred
Licensing:
- Active license to practice law in the relevant jurisdiction (e.g., Washington, DC or Ohio), or eligibility to practice in a corporate legal capacity
Skills & Knowledge:
- Strong understanding of legal and regulatory issues affecting electric utilities
- Expertise in federal energy regulation, particularly transmission and RTOs
- Proven ability to manage complex regulatory proceedings and filings
- Experience preparing legal documents, conducting hearings, and advising on corporate regulatory matters
Communication & Collaboration:
- Excellent advocacy, negotiation, and written communication skills
- Strong interpersonal skills with the ability to build relationships across legal and business teams
- Ability to engage effectively with internal stakeholders, regulatory bodies, and industry groups
- Self-starter with strong problem-solving and conflict resolution abilities
Work Location:
- On-site in Washington, DC or at a corporate headquarters in Columbus, OH, or another designated location
