Head of Compliance MLRO - Payment
Position: Head of Compliance / MLRO
Location: Hong Kong
Industry: Global Payments / Fintech
Reports to: Regional or Global Chief Compliance Officer
Key Responsibilities:
- Serve as the Money Laundering Reporting Officer (MLRO) for the Hong Kong entity.
- Lead the development and implementation of the Compliance and AML/CFT framework.
- Ensure full compliance with local regulatory requirements, including:
- Hong Kong Monetary Authority (HKMA) under the Payment Systems and Stored Value Facilities Ordinance (PSSVFO).
- Customs and Excise Department (C&ED) if operating under a Money Service Operator (MSO) license.
- Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO).
- Oversee client onboarding, KYC/CDD, transaction monitoring, and STR filings.
- Liaise with regulators, internal stakeholders, and external auditors.
- Provide compliance advisory to business units on new products and services.
- Conduct compliance risk assessments, training, and internal reporting.
Candidate Requirements:
- Bachelor's degree or above in Law, Finance, or related field.
- 6-10+ years of experience in AML/Compliance within financial services or payments.
- Proven experience as MLRO or in a senior AML role.
- Familiarity with SVF and/or MSO licensing and regulatory obligations in Hong Kong.
- Fluent in English and Chinese (written and spoken).
- ACAMS or ICA certification preferred.
- Strong leadership, communication, and stakeholder management skills.
