Overview

The Export Compliance Manager will lead all export compliance activities for a manufacturing site, ensuring compliance with U.S. export regulations including ITAR, EAR, and OFAC requirements. This individual will serve as the site's primary export compliance resource, overseeing licensing, classifications, training, audits, transactional compliance reviews, and cross-functional guidance.

Key Responsibilities

  • Lead and manage the site's export compliance program.
  • Provide guidance to engineering, operations, sales, contracts, supply chain, HR, and other business functions.
  • Ensure compliance with U.S. export control regulations, including ITAR, EAR, and OFAC.
  • Perform export jurisdiction and classification determinations (ECCN, USML).
  • Review engineering changes and product modifications for export compliance impacts.
  • Manage export licenses and regulatory filings.
  • Review and release export holds on orders and shipments.
  • Conduct restricted-party screening, end-user reviews, and export transaction approvals.
  • Develop and deliver export compliance training programs.
  • Conduct internal audits and support investigations of compliance concerns.
  • Maintain compliance records, documentation, and internal controls.
  • Partner with corporate compliance teams to implement company-wide initiatives and best practices.
  • Support anti-boycott compliance and denied-party screening requirements.
  • Collaborate with stakeholders to ensure timely and compliant shipment processing.

Qualifications

  • 5+ years of export compliance experience.
  • Strong working knowledge of ITAR, EAR, OFAC, export licensing, and classification requirements.
  • Experience conducting jurisdiction and classification analyses (ECCN and USML).
  • Ability to interpret complex regulations and provide practical business guidance.
  • Strong communication and stakeholder management skills.
  • Bachelor's degree or equivalent experience.
  • Must be eligible to serve as an ITAR Empowered Official.

Preferred Background

  • Aerospace, defense, or other highly regulated manufacturing experience.
  • Experience supporting engineering teams and reviewing product or design changes.
  • Advanced degree or relevant export compliance certifications.
  • Experience leading audits, investigations, and site-wide compliance programs.
