Export Controls Program Manager (Supply Chain) - Taiwan

Role Summary
This role supports the company's global export controls program from within the Supply Chain organization. The focus is on technology controls, process governance, program management, and cross functional coordination with engineering, operations, procurement and the US team.

Key Responsibilities
1. Export Controls Program Execution (Regulatory + Process Governance)

  • Support implementation of global export control requirements (mainly US EAR, de minimis, re export rules) within Taiwan supply chain operations.
  • Help coordinate product/technology classification activities at a regulatory framework level.
  • Maintain internal records of controlled technologies, product classifications, and restricted technology lists.
  • Liaise with US team to apply regulatory requirements to Taiwan supply chain processes.

2. Supply Chain Controls & Risk Management

  • Integrate export control checkpoints into supply chain workflows (procurement, vendor onboarding, operations, engineering interfaces).
  • Ensure proper approvals and documentation are maintained for shipments, technology transfers, and vendor interactions.
  • Identify and escalate export control risks within supply chain activities.
  • Support periodic risk reviews for suppliers and manufacturing partners.

3. Technology & Access Governance

  • Monitor engineering tool access, sensitive lab areas, and controlled technology environments.
  • Coordinate with IT, operations, R&D, and engineering to ensure that access to controlled technology is properly restricted and tracked.
  • Support implementation of global secure-access frameworks.

4. Cross Functional Leadership (Across Taiwan Operations)

  • Act as the Taiwan point of contact for global export control questions related to supply chain processes.
  • Work with engineering, planning, operations, procurement, and site management teams to embed compliance expectations.
  • Communicate global policy updates and ensure alignment with US expectations.

5. Training & Awareness

  • Deliver export-control training to supply chain, engineering, and operations teams.
  • Ensure local teams understand technology transfer requirements and restricted-technology handling procedures.
  • Deploy global training modules locally and ensure compliance tracking.

6. Continuous Improvement & Program Maturity

  • Support digital tools and automation projects (classification databases, access control tools, supply chain risk systems).
  • Provide input to enhance process efficiency and reduce compliance risk.
  • Support internal audits, compliance reviews, and process testing.

Qualifications

  • Bachelor's degree in Supply Chain, Engineering, International Business, Technology Management, or related field.
  • 5-15 years of experience in export controls, supply chain governance, compliance program management, or semiconductor manufacturing operations.
  • Good understanding of US export control concepts, even if not legally trained.
  • Strong familiarity with supply-chain processes in manufacturing environments (semis/electronics/tech preferred).
  • Experience coordinating with global teams across time zones.
  • Strong English and Mandarin communication skills.
  • Excellent process discipline, documentation, and stakeholder management.

Preferred Qualifications

  • Experience in semiconductor, chip design, equipment, or electronics industries.
  • Exposure to US-led export control programs (EAR, technology transfer governance, controlled lab/tool access).
  • Experience introducing or maintaining compliance programs within a supply chain environment.
