The Opportunity
Our client is seeking a Nuclear Legal Counsel to serve as a strategic legal advisor supporting nuclear fuel operations and export control compliance. This role is highly impactful, providing guidance across nuclear fuel procurement, regulatory matters, international and domestic supply agreements, and ongoing legal support for the organization's broader nuclear fleet. The position requires consistent partnership with technical, commercial, regulatory, IT, procurement, and corporate teams to ensure operational continuity and alignment with evolving federal requirements.
Key Responsibilities
The Nuclear Legal Counsel will:
- Negotiate, draft, and review nuclear fuel supply contracts, amendments, and related commercial agreements.
- Provide legal guidance on nuclear fuel policy matters and advise on integration of policy changes into long‑term contractual obligations.
- Work closely with the nuclear fuel procurement team to resolve legal, commercial, and regulatory challenges.
- Ensure contract structures align with technical specifications, safety standards, and federal regulatory requirements.
- Monitor and interpret changes in nuclear fuel markets and regulatory frameworks to inform procurement and risk‑management strategy.
- Support responses to government actions impacting nuclear fuel procurement, including drafting and reviewing regulatory filings, often in coordination with industry stakeholders.
- Lead and manage the enterprise‑wide nuclear export control compliance program, including developing procedures, training, communications, and IT‑based compliance tools.
- Advise on DOE Part 810 export control requirements, including transaction assessments, authorization pathways, and preparation of all associated DOE reports.
- Evaluate new IT solutions for export‑control risk in collaboration with IT and supply chain teams.
- Perform additional legal assignments as needed, which may include advising on property tax matters and supporting miscellaneous operational or business‑driven legal tasks.
Qualifications
Minimum Requirements:
- LLB or JD from an accredited law school; licensed to practice law in relevant jurisdictions.
- 10-12 years of professional legal experience, ideally within a specialized regulatory or energy‑related field.
- Comprehensive knowledge of legal principles, regulatory processes, and complex contractual frameworks.
- Strong legal research skills, analytical capabilities, and ongoing knowledge of federal and/or state law.
Preferred Qualifications:
- In‑depth understanding of federal regulations governing nuclear fuel and nuclear market dynamics.
- Experience negotiating or managing commercial nuclear fuel contracts.
- Working knowledge of DOE Part 810 export control requirements and practical experience applying them across large organizations.
- Proven ability to manage complex, high‑value agreements under tight timelines.
- Direct experience within the nuclear energy industry.
- Exceptional negotiation, communication, and cross‑functional collaboration skills.
- Strong analytical mindset with meticulous attention to detail and a proactive approach to risk identification and mitigation.
